  • The Atal Bhujal Yojana (ATAL JAL), proposed by the Department of Water Resources, River Development and Ganga Rejuvenation (DoWR, RD&GR), Ministry of Jal Shakti.
  • It is designed to manage groundwater resources in a holistic manner by involving the concerned Central and State Government machinery, Panchayati Raj Institutions (PRIs), non-governmental organizations, Water User Associations (WUAs), farmers, and other stakeholders.
  • Success stories in parts of the country have demonstrated that robust community participation, supported by strong institutional structures, demand- and supply-side management, and so on form the key for sustainable management of groundwater.
  • Based on success stories and the scientific knowledge and management plans following the National Program on Aquifer Mapping and Management (NAQUIM) results,
  • ATAL JAL proposes to start a program on sustainable groundwater management in select water-stressed areas of Gujarat, Haryana, Karnataka,, Maharashtra, , Madhya Pradesh, Rajasthan, and Uttar Pradesh.
    • The estimated cost of the scheme is INR 6,000 crore, of which INR 3,000 crore will be in the form of a loan by the World Bank and INR 3,000 crore as matching contribution from the Government of India (GoI).
    • The scheme will be a Central Sector Scheme with funds going to the states as grants-in-aid.
  • The World Bank financing will be done under a new lending instrument, that is, Program for Results (PforR), wherein funds under the scheme will be disbursed from the World Bank to the GoI based on achievement of pre-agreed results.
  • In Gujarat State there are 7 Districts, 34 talukas and 2201 villages are covered under Atal Bhujal Yojana (Atal Jal). Total Rs. 741.23 crore allocated for Gujarat State.
