Policy Making And Administration
 
Water is the elixir of life. By design it is perfect - The most essential element of life. The element in which, life began and without which, life is impossible. But unfortunately it is not always available everywhere. It is this reason why sustained & reliable irrigation facilities are imminently a part of infrastructure development. As water is becoming scarce commodity, its preservation and conservation has become the most important aspect in relation to the water resources development planning. Therein lies the basis of our Organisation.

There five high level officials working in this department as shown below:

The functions assigned to Secretary and Special Secretary is as shown below:
 
(1) Secretary (Water Resources)
  • Functions falling under Chief Engineer (Planning and Monitoring) and Additional Secretary
  • Functions falling under Chief Engineer (North Gujarat) and Additional Secretary
  • Functions falling under Chief Engineer (Central Gujarat) and Additional Secretary
  • Functions falling under Chief Engineer (Saurashtra Gujarat) and Additional Secretary
  • Functions falling under Chief Engineer (Quality control) and Additional Secretary
  • Function falling under Chief Engineer (Mechanical) and Additional Secretary
  • Work relating to plan and budget.
  • All works relating to schemes and establishment of the Irrigation Division except those assigned to Special Secretary (Water Resources)
 
(2) Special Secretary (Water Resources)

  • Works relating to establishment and administration of all cadres except Class-I and Class-II Deputy Executive Engineer cadres

The Water Resources Department also has an establishment of 6 officials of the rank of Chief Engineer and Additional Secretary as shown below:-

The functions assigned to Chief Engineer and Additional Secretaries are as shown below:-
 
(1) Chief Engineer (N.G) and Additional Secretary
 
All irrigation works of North Gujarat (Sabarmati Basin) including Sabarmati River and Kadana High Level Canal Project Works of North Gujarat, work of exacting and deepening the Participating Check dams, pipeline work in North Gujarat, Works of Sujalam Sufalam Project falling in their purview, work of Drip Irrigation, work relating to Dam Safety etc.
 
(2) Chief Engineer (C.G) and Additional Secretary
  • Work of irrigation and exacting and deepening the Participating Check dams and irrigation in the area of Central Gujarat (area falling between Sabarmati River and Narmada River including river area)
  • Works of VALMI and GERI
  • Works relating to Sujalam Sufalam falling in their purview
  • Planning, monitoring and utilization of budget fund
 
(3) Chief Engineer (Planning and Monitoring) and Additional Secretary
 
Planning for Annual Plan and Budget estimate and Monitoring of ongoing works under Water resources Department
 
(4) Chief Engineer (Saurashtra) and Additional Secretary
  • Rajkot Irrigation Project Circle, Rajkot
  • Bhavnagar Irrigation Project Circle, Bhavnagar
  • Rajkot Irrigation Circle, Rajkot
  • Salinity ingress prevention Circle, Rajkot
Inspection and Construction of medium and small-scall irrigation schemes of Saurashtra area, salinity ingress of seashore areas of Saurashtra, excavation and deepening of participating check-dams and lakes etc.
 
(5) Chief Engineer (Panchayat and South Gujarat) and Additional Secretary
 
Area of District Panchayat and Kutch District. Irrigation Projects of Kutch district falling under Panchayat, reviving and Step-wells etc. All irrigation works of South Gujarat (area after Narmada River) such as work of exacting and partly deepening the Participating Check dams, recovery of water taxes, providing water to industries etc.
 
(6) Chief Engineer (Quality Control) and Additional Secretary
 
Work relating to quality and inspection of all irrigation works which is assigned to him. Co-ordination of the participating irrigation schemes.
 
(7) Chief Engineer (Mechanical) and Additional Secretary
 
Work related to mechanical wing of the department
 
The Chief Engineers are entirely responsible for technical possibilities of constructions at the secretariat level, who
 
1. Will provide more integrated, solid and concrete technical guidance, supervision and observation which will result in quality and progress of the construction,

2. To get optimum progress of each work of the department, efforts will be made to integrate machinery and men power,

3. The flow of work relating to complaints relating to policy framing to be undertaken at the Secretariat level and relating to local points will be reduced realistically,
 
Moreover, there is Cell functional in the Department for providing contents related to preparation of schemes to the Government of India and dealing such other issues necessary before the World Bank as also for preparing Projects at the Secretariat level and regulating and monitoring such Projects. Moreover, this Cell undertakes functions of co-ordination relating to scrutiny of the schemes at Secretariat level for submission to Nabard or G.O.I.
 
This Cell looks after the works of administrative establishment, training programme, financial provision and control on expenditure, review of irrigation procedures and peoples’ problems etc. A staff consisting of Deputy Secretary, Under Secretary and non-technical officials assist the Secretary of the Department for this function. Some financial and administrative powers have been delegated to these officials.
 
Functions of the Narmada Project:
 
The Secretary (Narmada) looks after the functions relating to the Narmada Project. Technical, non-technical and other subordinate administrative staff assists him (Secretary, Narmada).

The functions relating to land acquisition and rehabilitation of the affected persons with respect to the Narmada Project is being looked after by Principal Secretary (Rehabilitation). The technical staff and other subordinate administrative staff assist him in his work. The Secretary also functions as Ex-Officio Chairman of the Corporation.
 
Works relating to Water Supply:
 
The State Government has formed Gujarat Water Supply and Drainage Board with effect from 1979. This Board looks after the work of various drinking water schemes such as Village and Urban Water Supply Scheme, Group Scheme etc. It implements such schemes. It also undertakes schemes of disposal of utilized water in association with local bodies, as shown below:-
  • Rural Water Supply Scheme (Minimum Requirement Programme)
  • Rural Water Supply Re-implementation Programme and Special Repair and Maintenance Programme
  • Group Scheme assisted by the Netherlands
  • Pipeline / Distribution Network based on the Narmada Canal
  • Urban Water Supply Schemes
  • Urban Sewage System
  • Rural sanitation
  • Border Area Expansion Programme
  • Programme for floride-afected villages
  • Programme for supply of water during scarcity period
  • Programme for increasing the underground water level by by storage of rainfall water
  • Programme for making Recharge Tanks for storage of rainfall water
  • Programme for supply of clean and hygienic water to the villages under No-Source
 
For implementing the aforesaid Scheme, three Zonal Offices (Ahmedabad, Vadodara and Rajkot) under the control of Chief Engineer, 17 Circle Offices, 60 Divisional Offices, 60 Divisional Offices and 202 Sub-Divisional Offices and 20 Section Offices are functioning under the control of Zonal Offices in the Administrative Set up of the Board. Member Secretary of the level of Chief Engineer and Chief Engineer (Quality Control Unit) and Chief Engineer (Vigilence Cell) function at the Board level. Thus, the entire work of the Board is being undertaken under the direct control of the Secretary (Water Supply). In addition to the technical work of the Board, the establishment related activities and financial activities are also being looked after by the Secretary (Water Supply).
 
Works of the Kalpsar Project:
 
The work of the Kalpsar Project is being looked after by the Secretary (Kalpsar) of the Department. Chief Engineer (Kalpsar) and Additional Secretary and their subordinate technical/non-technical staff assist him in this work.
